New impeller still no water?????Help Please

I am working on a 1985 DT85. I fired up the motor this year and shortly after realized I had no water coming from pee hole. I re-built my water pump (replaced Impeller) and put it back together. Started up the motor with muffs plenty of water flowing through pee hole. took it to the lake and no water through pee hole but tons of water through exhaust about 1 minute after I started the motor any ideas?? when I took it home hooked it up to the muffs and worked fine??

Maybe pee hose was stopped up.

Maybe the impeller is in backwards. I know it can happen on a water pump, like the one on my sailboat.
