Suzuki 300 rpm increase

I have twin 300 suzukis the port engine runs fine the starboard will increase rpms for no reason, If you are running 3500 rpm it will increase up to 4500 to 5000 stay there for a short time then return to the set rpm it will do this on and off as you are running. Also the fuel flow reads half of what the port engine is. The engines are 2007. Any ideas?
