1988 dt9.9c control arm question

I replaced the impeller on my 9.9. when doing so, the shifter control arm of the socket up in the engine. I cannot figure out where/how exactly it goes back or where. I believe it goes back on the tiller handle side of the engine where there is a flat spring clip on the horizontal rod that runs from the manual shifter. Is that where it goes?

I don't have the manual on that model but shift shaft should snap into shift arm.
