help with prop size for dt75

I have a 15' Eagle 351 fish and ski with a 1990 dt75 on it.The boat does not want to plane up. The motor runs fine,but seems like it is holding back and does not want to rev up. The prop on it now is a 13" x 17 pitch.Does anyone have any thoughts on whether the prop is too big or I have a motor problem. Thanks for any info.

That sounds big for your application. Could be the propeller.
