DT 55 lacks power

Had trouble with water in gas. Got new gas in different tank, drained carbs, new spark plugs. Engine starts and idles normally but slowly revs to only 3800-4000 RPM, normally I get 5200+. Top spark plug has film of oil, bottom 2 are bone dry. Is that too dry? Cooling water pisser is strong. What should I be looking for?

You should remove and thoroughly clean the carburetors, the bottom cylinder should look like the rest.
