johnson/suzuki 4-3 code

I have 03 Johnson 140 (suzuki) has is throwing a 4-3 code. I understand this is a fuel injector code, "no signal from the ECM" I unpluged the injectors and jumped each one with a little 9volt battery, each one clicked as the power was applied. next I ohmed the injector leads, #'s 22,38,39,and 40 on the ecu plug to the injector plug , all good. Ohmed #30 to to 22,38, 39 and 40 on the pug , all within spec , 16 ohms. The above tests should mean that the injectors are working and the wiring from the ecu to the injectors is ok, correct? That leaves the ECU.
I found another ECU, exact same problem, 4-3 code. Do you think it is just my bad luck that 2 ECU's show the same code or do you think there is something I am missing here?
