fouling plugs

I have a 2000 70 hp 4 stoke and the top 2 plugs foul up pritty bad . The bottom 2 stay clean . I thought that before I did the valve seals I would ask for some opinions in case it's not the seals . Any thought's .

Carburation could be a large factor. Be sure the all the carburetors are synced and adjusted properly.

This motor is fuel injected .

Have the computer diagnosed, also would not hurt to complete a compression test.
