1988 200hp overheating problem

I have a 1988 200hp. i just replaced the impeller in the lower unit. I cant get any water flow in the head. If I remove the thermostat housing and start the engine no water comes out. (either side). I know there is a 3rd water pickup i cant cover with the ears, I wonder if this is part of the problem. Any help would be very much appreciated! thanks

Need to put it in water and try it, may not be able to get enough water to it with flush attachments.
