Fuel Pump Issues

I'm having fuel pump issues with 87 DT20...

I changed the fuel pump diaphragm and with the tank 12" or closer in height of the pump it'll pump fuel good...

any more then that and it won't pump fuel?

anyone have any ideas?

i bought the motor used so not sure what it was like before?
otherwise the motor runs great!!

It should pump fuel with tank 8ft or so away from engine. May be a bad fuel pump, engine vacumn low or air leak in fuel hose between tank wnd engine.

my outboard guy looked at it and we put it back together each time... no real way to do it wrong..
