Default Rev limiter on df115

I have an issue which just started . I had an electrical short in my trim motor which melted the bl/gr trim wire before I could disconnect the battery. I fixed the problem but out fishin last weekend and the rev limiter would not allow the motor to go over 3000rpm. There are no codes thrown and everything seems to work fine. Anybody have any ideas?

I have positive 12+ volts thru the sensor . The sensor had nothing at first but after checking all the wiring it suddenly would start. It wouldnt start after the trim motor problem. And then all the sudden it would.Rather weird! How would you test the nuetral safety switch?
